Bring a large pot of salted water to a boil. Add pasta and cook until just al dente according to package directions. Reserve 1 cup pasta water, then drain pasta in a colander.
In a saucepan, melt butter over medium heat. Whisk in flour to form a paste (roux) and cook for 1–2 minutes, stirring constantly, until it turns light golden and smells toasty.
Slowly pour in milk while whisking continuously to avoid lumps. Continue whisking until the mixture is smooth and starts to thicken, about 5–7 minutes.
Remove from heat. Add shredded cheddar and parmesan, stirring until completely melted and smooth. Season with salt and black pepper to taste.
Add the cooked pasta to the cheese sauce and stir gently to coat. If the mixture is too thick, add reserved pasta water a few tablespoons at a time until you reach desired consistency.
Fold in any protein or vegetable mix-in if using, and adjust seasoning as needed.
Transfer to a serving dish and serve hot. Optional: sprinkle with extra parmesan, fresh cracked pepper, or crispy breadcrumbs on top.
