Dice the onion, celery, and bell pepper into uniform pieces about ¼ inch. Mince the garlic. Slice the green onion and set aside for garnish.
Heat olive oil in a large pot over medium-high heat. Add the ground meat and cook, breaking it apart with a spoon, until browned and no longer pink, about 5 minutes. Drain excess fat if needed.
Add the diced onion, celery, and bell pepper to the pot. Cook, stirring often, until the vegetables soften, about 5 minutes. Add the minced garlic and cook 1 minute more.
Stir in the tomato paste and cook for 1 minute. Pour in the broth and add the bay leaves, cayenne, black pepper, and salt. Bring the liquid to a boil.
Add the uncooked rice and stir well. Return to a boil, then reduce heat to low, cover tightly, and simmer for 18-20 minutes until the rice is tender and liquid is absorbed.
Remove from heat and let rest covered for 5 minutes. Remove the bay leaves.
Fluff the rice with a fork and divide among bowls. Top with sliced green onion and serve warm.
