Preheat oven to 400°F (200°C).
In a large mixing bowl, whisk together flour, baking powder, and salt.
Add cold butter cubes to the flour mixture and using your fingertips or a pastry cutter, work the butter into the flour until the mixture resembles coarse breadcrumbs.
Pour in milk and stir gently with a fork until a soft, sticky dough forms; do not overmix.
If using a mix-in or topping, fold it into the dough now.
Drop spoonfuls of dough (about 2 tbsp each) onto an ungreased baking sheet, spacing them 2 inches apart.
Bake for 12–15 minutes, until the tops are lightly golden.
Remove from oven and let cool on the baking sheet for 2 minutes, then transfer to a wire rack. Serve warm.
