Blanch green beans in salted boiling water for 5 minutes until just tender-crisp; drain and set aside.
Melt 3 tbsp butter in a large saucepan over medium heat; add diced onion and garlic, sauté until softened, about 3 minutes.
Sprinkle flour over the onion mixture and stir constantly for 1 minute to form a paste (roux).
Gradually whisk in vegetable broth and heavy cream, stirring until smooth; simmer for 2 minutes until thickened.
Remove from heat; stir in parmesan cheese, salt, and black pepper until cheese melts.
Preheat oven to 350°F. Combine blanched green beans with cream sauce in a 9x13 inch baking dish.
Toss breadcrumbs with 2 tbsp melted butter; sprinkle evenly over the casserole.
Bake for 25–30 minutes until the topping is golden brown and the casserole is bubbling at the edges.
Let rest for 5 minutes before serving warm.
