Heat olive oil in a medium saucepan over medium heat.
Add diced onion and cook, stirring occasionally, until softened, about 4–5 minutes.
Stir in minced garlic and cook for 1 minute until fragrant.
Add tomato paste and stir to combine with the onion and garlic, cooking for 2 minutes.
Pour in vegetable broth, stirring well to dissolve the tomato paste.
Add sugar, salt, black pepper, paprika, and oregano; stir to combine.
Bring to a gentle simmer and cook uncovered for 15–18 minutes, stirring occasionally, until flavors marry and the gravy thickens naturally.
If using flour as a thickener, whisk it with 2 tbsp cold water to form a slurry, then stir into the simmering gravy and cook for 2 more minutes until no raw flour taste remains.
Taste and adjust seasoning with salt and pepper as needed. Serve warm over pasta, rice, biscuits, or protein of choice.
