Cook noodles according to package directions. Drain and set aside.
Cut chicken into bite-sized pieces. Slice bell pepper, carrot, and green onion. Mince garlic and ginger.
In a small bowl, whisk together soy sauce, rice vinegar, and sesame oil. Set aside.
Heat vegetable oil in a wok or large skillet over high heat until shimmering.
Add chicken and cook, stirring frequently, until golden and cooked through, about 5–6 minutes. Transfer to a plate.
In the same pan, add garlic and ginger. Stir-fry for 30 seconds until fragrant.
