Pat green beans dry with paper towels; moisture prevents proper coating and crisping.
In a shallow bowl, combine flour, cornstarch, salt, black pepper, minced garlic, and paprika.
Heat oil in a large heavy pot or deep skillet to 350°F; use a thermometer to monitor temperature.
Working in batches to avoid crowding, toss green beans in the seasoned flour mixture until evenly coated, shaking off excess.
Carefully lower coated beans into hot oil using a slotted spoon; fry for 3–4 minutes until golden brown and crispy.
Transfer fried beans to a paper-towel-lined plate; season with additional salt if desired while still hot.
Arrange fried green beans on a serving platter and serve immediately with your choice of dipping sauce.
