Combine 1 cup flour, yeast, and warm water in a stand mixer bowl. Let sit 5 minutes until foamy.
Add remaining 2 cups flour, salt, and olive oil. Mix on low speed with dough hook for 8 minutes until smooth and elastic.
Form dough into a ball, place in an oiled bowl, and cover with a damp towel. Let rise at room temperature for 1 hour until doubled.
Preheat oven to 400°F. Divide dough into 8 equal pieces and roll each into a 6-inch rope on a lightly floured surface.
Tie each rope into a loose knot, tucking the ends underneath. Place on a parchment-lined baking sheet, spacing 2 inches apart.
Cover knots loosely with a towel and let rise 20 minutes until puffy.
Combine melted butter with minced garlic and let sit 2 minutes to infuse.
Brush garlic butter generously over each knot. Combine parmesan, parsley, and red pepper flakes; sprinkle evenly over knots.
Bake for 12–15 minutes until deep golden brown. Remove from oven and let cool 3 minutes on the pan before serving warm.
