Pat shrimp dry with paper towels. Mince garlic and ginger; slice green onion, keeping white and green parts separate. Have all ingredients measured and ready.
In a small bowl, whisk together honey, soy sauce, rice vinegar, sesame oil, and ginger until combined.
Heat a large skillet or wok over medium-high heat. Add 1 tbsp of oil if needed. Add minced garlic and white parts of green onion; cook for 30 seconds until fragrant.
Add shrimp in a single layer; cook 2 minutes per side until they just begin to turn pink. Do not overcrowd the pan; work in batches if necessary.
Pour honey-garlic sauce over the shrimp; toss gently to coat. Cook for 1–2 minutes more until shrimp are opaque and sauce is bubbly and slightly thickened.
Spoon shrimp and sauce over your chosen cooked grain or vegetable base. Top with green parts of green onion, sesame seeds, and red pepper flakes if desired. Serve immediately.
