Preheat oven to 350°F. Line an 8×8 baking pan with parchment paper.
In a small bowl, whisk together flour, cocoa powder, baking powder, and salt.
In a large bowl, melt butter and dark chocolate together over low heat or in the microwave in 30-second intervals, stirring until smooth.
Remove from heat and stir in sugar until combined. Let cool for 2 minutes.
Whisk in eggs one at a time, then vanilla extract.
Fold in the flour mixture until just combined. Stir in walnuts.
Pour batter into prepared pan and smooth the top.
Bake for 22–28 minutes, until a toothpick inserted in the center comes out with a few moist crumbs.
Cool in the pan for 15 minutes, then transfer to a wire rack to cool completely.
Cut into 12 squares. Dust lightly with powdered sugar if desired.
