Add diced onion and carrot to the beef; sauté for 2 minutes. Add minced garlic and bell pepper; cook for 1 minute until fragrant.
Stir in paprika, salt, and black pepper. Pour in soy sauce and vegetable broth; bring to a gentle boil.
