Prepare your pasta or grain according to package directions; drain and set aside (or cook fresh while preparing the shrimp).
Pat the shrimp dry with paper towels and season with salt and black pepper.
Heat butter in a large skillet over medium-high heat. Once foaming, add minced garlic and sauté for 30 seconds until fragrant.
Add shrimp in a single layer and cook for 2 minutes per side until pink and just cooked through (do not overcrowd; work in batches if needed). Transfer to a plate.
Pour white wine (or vegetable broth) into the same skillet, scraping up any browned bits. Add lemon juice and red pepper flakes; simmer for 1–2 minutes.
Return shrimp to the skillet and toss to coat in sauce. Warm through for 30 seconds; taste and adjust seasonings.
Divide cooked pasta or grain among plates. Top with shrimp and sauce, then finish with fresh parsley and a drizzle of olive oil if desired.
