Rinse rice under cold water until water runs mostly clear; drain well.
Bring broth to a boil in a large pot over high heat.
Add rinsed rice, minced ginger, and white parts of green onion. Stir well and return to a boil.
Reduce heat to low and simmer uncovered for 40–50 minutes, stirring occasionally to prevent sticking, until rice is very soft and porridge reaches your desired consistency (thinner or thicker by adjusting cook time).
If using protein, add thinly sliced or shredded meat during the last 10 minutes of cooking so it poaches gently in the hot broth.
Stir in minced garlic, then taste and season with salt and white pepper to your preference.
Ladle congee into bowls and drizzle each with sesame oil.
Top with your choice of crispy toppings, fresh herbs, pickled items, and green onion greens. Serve hot.
