Preheat oven to 400°F. Line a baking sheet with parchment paper.
In a large mixing bowl, whisk together flour, baking powder, salt, and black pepper.
Add cold butter cubes to the flour mixture. Using your fingertips or a pastry cutter, work the butter into the flour until the texture resembles coarse sand with pea-sized butter pieces remaining.
Stir in the shredded cheese and fresh herbs.
Pour the cold buttermilk into the mixture and gently fold with a spatula or your hands until the dough just comes together. Do not overmix.
Turn the dough out onto a lightly floured surface. Gently pat into a 1-inch-thick disc.
Cut the dough into 12 equal squares or rounds using a knife or biscuit cutter. Arrange on the prepared baking sheet with 1 inch between each biscuit.
Bake for 12–15 minutes until the biscuits are golden brown on the edges and set in the center.
Remove from the oven and cool for 2 minutes on the baking sheet, then serve warm.
